General Discussion
Guthix balance potions are special items used against vampyres and vyrewatch during the Myreque quest series and the twin minigames Temple Trekking and Burgh de Rott Ramble. They are made by adding garlic and silver dust to a regular restore potion.
These potions are interesting because of their potential to allow players to train Herblore at very low cost. One interesting aspect of making Guthix balance is that the 50 XP total is split into two 25 XP increments -- you get 25 XP for adding the garlic, and 25 XP for adding the silver dust. This means the unfinished Guthix balance potions -- which are tradeable -- can really be considered independent items. And since garlic has a very low price, this can be a cheap leveling option.
Another interesting thing about these potions is that you can make them the same way with restore pots of any size. Thus, you can use 1-dose or 2-dose potions instead of 3-dose, reducing the cost even further. However, I assume the use of 3-dose potions because the smaller ones are hard to buy in volume. The main drawback of this method is that it doesn't have a "Make-X" option like regular potions, so you have to "use" each garlic on each potion to make them. This is actually not so much slow as it is tedious, so bear that in mind before investing too much into this method.
Also bear in mind that if you make a lot of these potions, there's a good chance you won't be able to sell them.
You can make potions at any bank, but a one-click bank like Castle Wars is preferred.

Familiar Suggestions
Summon a foraging familiar to earn extra money for you while you work -- I prefer the magpie, given the high value of rings and gems today. There isn't a really worthwhile forager below Summoning level 47, so I wouldn't bother with a familiar at lower levels.
Technique and Tips
You can usually buy restore potions and garlic fairly inexpensively on the Grand Exchange. If possible, buy smaller-dosed potions as this saves you money. I recommend accumulating the garlic slowly over time. Another alternative is to run it from the spice seller in East Ardougne; he stocks only 10 but the inventory replenishes quickly.
To actually make the potions, just take out 14 restore pots and 14 garlic. Click one garlic and one potion, then repeat 13 times; put them in the bank. You can do around 1300 per hour.
One good thing about making these is that if you accidentally drink a dose of one of the restore potions, it doesn't matter.
