General Discussion
Guthix rest tea is an item introduced as part of the quest One Small Favour. It is made by adding four herbs to a cup of hot water; the result is a tea that really acts like a 3-dose potion. You can continue to make the tea after the quest is done, and it is tradeable as well. However, like most quest-related potions, it is not a particularly attractive option for training -- it is slow to make (because of the extra steps needed to get hot water and add herbs four times) and also expensive (again, because of the four herbs). And while the tea is tradeable, it's not very useful, so it is not in demand (each dose restores 5% run energy, partially cures poison, and can raise your LP 50 above its nominal maximum).
(Special Note: Since I don't expect many people to bother making these potions, I have not been completely thorough in testing how fast this can be done at all levels, nor exactly what requirements are needed in a practical sense, especially at lower levels.)

You can make potions at any bank, but a one-click bank like Castle Wars is preferred.

Familiar Suggestions
Summon a foraging familiar to earn extra money for you while you work -- I prefer the magpie, given the high value of rings and gems today. There isn't a really worthwhile forager below Summoning level 47, so I wouldn't bother with a familiar at lower levels.
Technique and Tips
The first step here is to get cups of hot water. These are tradeable, but hard to purchase on the GE. Instead, you can buy bowls of water and empty cups. (You can also make bowls of hot water using a geyser titan.) Take 14 of each out and then use each bowl on each cup; there's no "Make-X" for this so you have to do it 14 times. Put the empty bowls back in the bank and take out 14 clean guams. Again, use one guam on one cup, repeating 14 times, since there's no "Make-X". Take out 14 more guams and repeat the process; then 14 harralanders; and finally, 14 marrentills. Be sure to do them in that order.
The process takes a little under 3 minutes.
