General Discussion
Energy potions are made from harralander and chocolate dust, and restore 20% of run energy per dose. They are in much lower demand than they used to be, because of the 2009 update that made run energy restore naturally much faster than it used to.
Note that while you can save a few coins by grinding your own chocolate into dust, this greatly slows you down and is not recommended.
Location and Access
You can make potions at any bank, but a one-click bank like Castle Wars is preferred.

No equipment is needed.

No supplies are required, aside from vials of water, herbs and secondary ingredients.
Familiar Suggestions
Summon a foraging familiar to earn extra money for you while you work -- I prefer the magpie, given the high value of rings and gems today. There isn't a really worthwhile forager below Summoning level 47, so I wouldn't bother with a familiar at lower levels.
Technique and Tips
Take out 14 water-filled vials and 14 harralander herbs. Click one vial and then one herb (or vice-versa) and when prompted, right-click the main message area and choose "Make All". Wait for the herbs to be added to the water. Next, open the bank, take out 14 chocolate dust, click one and then click one of your unfinished potions. Again choose "Make All" and wait. Bank the finished potions and repeat.
