General Discussion
Mmmm... eel. Well, it's a delicacy in some cultures, but not a favorite of Westerners -- probably why your character says "Eww" when you eat one. It's also not very popular among those training the Fishing skill, though it does have some things to recommend it. You can catch slimy eels at level 28, and cave eels are added to the mix at level 38 (in roughly a 50/50 ratio at all levels). These fish are caught with a standard fishing rod and bait.
Eels are not very speedy fish to catch, but they aren't too bad, and they given decent amounts of XP. The fish themselves are surprisingly valuable -- they are worth much more than other low-level fish like trout and salmon, for example (though you may need to be patient selling them). This is likely due to a combination of rarity and these items giving more Cooking XP than other options.
Incidentally, these fish heal a variable amount: cooked slimy eels heal 60 to 100 LP (random) and cooked cave eels 70 to 110.
Location and Access
There are only a handful of places to catch these, and they are all in swampy areas. Low-level players will need to fish for them in the Lumbridge Swamp Caves. These are most easily accessed via the basement of Lumbridge Castle, which requires you to have at least started the quest The Lost Tribe. You also need a covered light source; I recommend using a Seers' headband as it frees up an inventory slot. To use this spot, bank at the Culinaromancer's chest in the basement, then go through the hole into the cave system. Run south and go through the entrance to the Lumbridge Swamp Caves. Run south and then east and you'll find a small body of water in the middle of the room with a fishing spot.
Once you are high enough level to use the fairy ring network, you should switch to the spot in the Dorgesh-Kaan South Dungeon, as it is a bit closer to the bank (in Zanaris). Just go to fairy ring code "AJQ" and run a bit northeast to the water where a fishing spot can be found.
Required and Recommended Equipment
You need a small fishing net and a covered light source. The best solution for those who have completed at least the easy tasks of the Seers' Village Achievement Diary, is to wear a Seers' headband (1, 2 or 3). Those with level 65 Firemaking can use a mining helmet the same way. When fishing in Dorgesh-Kaan, you need a lunar or dramen staff to access the fairy rings; this can be equipped.
Required and Recommended Supplies
You need one fishing bait per fish. This can be obtained cheaply from other players or fishing shops.
Familiar Suggestions
Because there is no fishing spot very close to a bank, I recommend using a beast of burden here. Start with a bull ant at level 40 Summoning, then switch to a spirit terrorbird when possible. Stick with that until you can use a pack yak (the war tortoise pouch is way overpriced for the six extra slots it provides.)
Note that the use of a beast of burden here also makes drop-fishing these rather pointless (and a real pain, too!)
Technique and Tips
Just follow the access directions above, fish until your inventory and beast of burden are full, and then bank.
