Analysis, Discussion and Tips for Success
General Discussion
Monkfish are one of the most popular training fish, because they provide more XP than sharks, yet can be caught at more than double their speed. You do need a fairly high level to fish for them (62), and also must complete the quest Swan Song to get access to the fishing colony of Piscatoris, where they are found.
These fish can be caught fairly quickly even at level 62, and they don't get a lot faster as your Fishing level increases (at least, compared to other fish). There's also a lot of randomness in how quickly you catch them; it's not uncommon to get an inventory full in 4 minutes flat, only for the next load to take 6 minutes. So bear that in mind.
Location and Access
Here's an easy way to get to Piscatoris, assuming you've unlocked rings of slaying. Take one out of the bank and equip a lunar or dramen staff. Teleport to the Rellekka slayer cave, then use the fairy ring there. Travel to Zanaris, then use the main fairy ring and dial in "A K Q"; this drops you in the hunting grounds near the colony. Run northeast a few clicks, go under the tunnel, and you're there.

You need a small fishing net, and that's it.

Familiar Suggestions
Use fishing-related familiars: the ibis and granite lobster increase your effective Fishing level and forage fish themselves (worth good money and a little bit of XP).
Technique and Tips
There are a lot of fishing spots along the north shore, and they are very close to the bank. They do tend to move around very quickly, though, so you need to pay attention, or you'll spend too much time standing around.
Note that it is possible to start fishing monkfish at level 57 using admiral pies, or level 59 using fish pies or fishing potions. I recommend at least level 59 with admiral pies or level 61 with fish pies / potions, because if you just barely boost up to 62, you'll spend most of your time eating or drinking and will waste a lot of money.
