Method Description, Instructions and Tips for Success
General Description
Water orbs are used to make water battlestaves and in Summoning; this gives very fast Crafting XP, so the orbs are always in high demand. They are made by taking them to the water obelisk located in the farthest reaches of Taverley Dungeon. The spell requires level 56 Magic and uses 3 cosmic runes and 30 water runes per orb (the water staff negates the need for the water runes, however.)
At the time I write this, charging water orbs is not a great moneymaker, for two reasons. First, water orbs are the least valuable of the four elemental types; and second, waterfiends drop them in large quantities.
It's decent money, though, and also gives significant amounts of Magic XP: 34k to 38k per hour. Still, you may be better off doing earth, fire or air orbs instead, depending on current prices.
At very high levels you can use the level 80 Agility shortcut in the dungeon that cuts about 30 seconds off each run, allowing you to make more orbs per hour. And at level 96 Summoning, the pack yak lets you make several dozen more orbs per hour.
With the June 2009 run energy update, energy restoration is no longer needed for this activity.

Specific Method Details
Equip a water staff (or other staff that provides water runes), weight-reducing equipment, monk's robes, anti-dragon shield and any god mitre and stole. The prayer items help you get past some dangerous critters that lie in your path to the obelisk.
Starting at Falador west bank, summon a war tortoise. Take out of the bank a stack of Falador teleport tablets several hundred cosmic runes, a super antipoison potion and 25 unpowered orbs. Drink a potion dose and put 18 orbs in the tortoise. Then open the bank again, store the rest of the potion and take out 19 more orbs.
Run southwest to the crumbling wall shortcut and go over it, then run northwest to the entrance to Taverley Dungeon. Go through the pipe obstacle shortcut, then run south and west towards the black demons. Go north past the demons, then north and west through the poison spiders. Put on Protection from Melee, then run northwest past the black dragons, continuing until you see the fire obelisk. Turn off prayer.
Cast the Charge Fire Orb spell on the obelisk, then choose to make all the orbs. When done, drop three on the ground to make inventory space and swap the charged orbs for the uncharged orbs in the tortoise, then pick up the three orbs you dropped and charge the remaining 18. Click your Falador teletab and return to the bank. Store the charged fire orbs, take out a couple of energy potions and restore energy to full. Then repeat the process.
Plan on 11 trips, or 484 per hour.
