Method Description, Instructions and Tips for Success
General Description
Goats have a 100% drop of desert goat horns and bones. The horns are used in both Herblore and Summoning, and it's easy to collect lots of them because the animals are low level and are right next to a bank.
The only complication at lower levels is the need to use waterskins since they are in the desert. At higher levels the desert heat issue can be dispensed with easily by wearing the enchanted water tiara from the quest Dealing with Scabaras. A new problem arises, however: killing the goats faster than they respawn. The normal solution to this is to be sure to fight on a world that is as full as possible. However, this method of making money is increasing in popularity, and many times of the day there are only a handful of worlds that are close to full. My numbers assume the use of a world about 2/3 full.
Specific Method Details
Get to your destination quickly by using a ring of slaying to teleport to Pollnivneach, then running south to the flying carpet dude and taking a ride to Nardah. Go to the bank and take out standard melee gear, a spirit terrorbird pouch and a couple of Tireless Run scrolls. Also take out a super set, drink one dose of each potion and put the rest back in the bank.
Run west of the bank and you'll find three level 23 goats and one level 33 billy goat -- kill all four as quickly as possible and pick up their horns. When you have 12 horns store them in the terrorbird and then keep going until your inventory is full. Use the Tireless Run scrolls as needed to restore run energy and free up your last inventory spot. Return to the bank and then repeat the process; it should take about 8 minutes to get 40 horns (or less if you are on a full world).
Incidentally, I recommend against using a war tortoise familiar. Since the goats are so close to the bank, the tortoise won't increase the number of horns you get per hour by much, and those pouches are much more expensive.
