General Description
Baby blue dragons are easy to kill even at mid levels and have a 100% drop of baby dragon bones; these provide 30 Prayer XP each, making them better than big bones but still much cheaper than "adult" dragon bones. They are best fought at the blue dragon lair in Taverley Dungeon.
With level 50 skills you must run a long distance to get to the lair, but a spirit terrorbird familiar helps a great deal with this. At level 70 Agility you can use the pipe shortcut to the dragon lair, which cuts down dramatically on "travel time".
Specific Method Details

They are best fought at the blue dragon lair in Taverley Dungeon. At level 70 Agility you can use the shortcut to the dragon lair which cuts down dramatically on "travel time".
Go to a full world. Start at Falador west bank, wearing standard melee gear and an anti-dragon shield -- while baby dragons do not have a breath attack, the full-sized dragons in the area do, so it's prudent to wear the shield. Take out of the bank a pack yak pouch, 2-dose super set and a stack of Falador teleport tablets.
Run southwest from the bank, hop the wall and run northwest to the dungeon entrance. Enter and take the pipe obstacle to the blue dragon lair. Run past the adult dragons to the eastern part of the lair, where there are several baby dragons.
Drink your first super set dose and start fighting, staying away from the adult dragons to whatever extent possible -- on a full world there will usually be people fighting them anyway. Drink potions as needed, take the baby dragon bones that are dropped, and keep an eye out for other valuable drops left behind by other players. Once you have a bunch of bones summon the yak, put bones into it and continue until both the yak and your inventory are full of bones. Hit your Falador teletab, bank and repeat as desired.
