The best spot for these, I think, is in the Agility Dungeon. You can get there fast, there are six in a small room, and there's even a food spawn on a table right there (cooked herring)! To get to this spot you need level 49 Agility. Teleport to the Watchtower, go downstairs and head east to the entrance. Slash the web, go downstairs, then pass the ledge. Go through the pipe obstacle leading west and you're there.
Another location is the Waterfall Dungeon, which you access as if going to the fire giants there, but the skeletons are in a room to the east.
These can also be found near Elvarg on Crandor island, and in the Wilderness portion of the Edgeville Dungeon, between the chaos druids and black demons.
Equipment
Regular melee gear is sufficient for mid-level or higher players and low-level players can't wear Barrows anyway, so that's that. :)
A Salve amulet should be used here since these are undead; the enhanced version is better, of course.
Supplies
High-level players should use super attack and super strength potions but don't need anything else.
Mid-level and low-level players should add super defence potions and some food.
Familiar
These drop enough herbs that a macaw is a good idea.
Combat Notes
Fighting these is quite straightforward, though they can hit pretty hard if your defence isn't great. They are a reasonable choice for skeleton Slayer assignments as they are easy to get to and have a decent number of life points.
Drop Notes
These skeletons drop a moderate number of herbs, a few runes, and junk.
If you come to fight these, I recommend buying a couple of sinister keys and using them on the chest that's in the same room -- you'll get 18 valuable herbs. You may want to use a beast of burden if you do this.
