The only decent place to fight these level 42 versions is the spot south of the Gnome Tree Stronghold, just north of West Ardougne. There are three of them there (plus a couple of level 28s) which is enough to keep a high-level player busy; in the other spots there are just not enough of the monsters given their 20 second respawn rate. Get there easily by using the spirit tree from near the Grand Exchange to the Stronghold, then run south, go through the main doors and continue south. You can also run west from Ardougne, use a skills necklace to the Fishing Guild, or get there in a variety of other ways.
Note that there are actually about 5 level 42 hobgoblins in Rellekka, but 3 of them are on islands (where you could range or mage them, but would have to telegrab drops).
Equipment
These are best meleed. They don't hit particularly hard -- though they are tougher than the level 28s -- so standard melee gear is generally fine.
Higher-level players can also "tank mage" or "tank range" wearing melee armor. Safe spotting isn't very effective unless you want to go after the ones on the islands in the north of Rellekka.
Supplies
Lower-level players will require a decent amount of food, mid-levels need some, and high-levels none at all. Super attack and strength potions will speed up kills.
Don't bother with alching runes.
Familiar
Bring a beast of burden familiar to carry out the large number of limpwurt roots they drop.
Combat Notes
These are very easy monsters to kill for all but the lowest-level players.
First of all, note that if you are fighting hobgoblins for drops, you are better off with the Hobgoblins (Level 28) instead. They die much faster so you can get more limpwurt root drops. Also, for some odd reason the level 28 hobgoblins drop charms where the level 42 ones do not. If you are on a Slayer assignment you may prefer the level 42s to get more Slayer XP (as they have more LP).

Level 42 hobgoblins used to not drop charms (where the level 28s did), but at some point Jagex corrected this; they now provide about the same number per hour.
These monsters also provide a small assortment of other items such as herbs, seeds, runes and (junk) weapons.
If you plan to use limpwurt roots yourself, you can effectively add even more capacity by bringing unfinished strength or super strength potions with, using roots as you get them, and combining the potions to save inventory space.
