The peninsula just west of the Crafting Guild is sometimes called the "Hobgoblin Peninsula" for a reason... it's a good place to fight these, as there are several in close proximity. Get there quickest by using a charged skills necklace to teleport to the Crafting Guild, then running clockwise around the guild to the peninsula. If you don't have one of these necklaces or can't get into the Legends Guild to easily recharge it, teleport to Falador, run south, go under the wall and around the cow pen to the peninsula.
There's one of these in the Edgeville Dungeon, along with a couple of Hobgoblins (Level 42), but this isn't enough to keep a high-level player busy -- I recommend these only for lower-level players who take longer to kill them. It is fastest to take the secondary entrance where the hill giants are and then go north to the hobgoblins; see the Hill Giant entry for details.
The Asgarnian Ice Dungeon is a good spot if you want to fight a combination of level 28 and level 42 hobgoblins; take the fairy rings to Mudskipper Point (code "A I Q") then enter the dungeon using the ladder to the north.
Go west, then north and then east; just at the boundary between the "dirt" area and the "ice" area you'll find a number of hobgoblins.
I haven't had the experience of fighting these monsters in other areas yet.
Equipment
Meleeing these is easiest -- they are human-sized so safespotting is a bit more of a challenge. You can, however, range or mage them across the water from the mainland to the peninsula, but this means you have to telegrab drops. Still, if you want to do that, you can wear standard ranging or maging gear. Higher-level players can also "tank mage" or "tank range" wearing melee armor, though these have so few LP that it's not likely worth the bother.
Supplies
Lower-level players will require a decent amount of food, mid-levels need some, and high-levels none at all. Super attack and strength potions will speed up kills.
Don't bother with alching runes here.
Familiar
These monsters do drop herbs, but not very many, so don't bother with a macaw. Their main "value" drop is limpwurt roots, and one of their prime locations also has snape grass spawns, so a beast of burden familiar is the best choice. I recommend using a spirit terrorbird until you can summon a pack yak; the high cost of the war tortoise pouch isn't justified by a few extra drops here.

These are very easy monsters to kill for all but the lowest-level players.
Drop Notes
Hobgoblins are the best source of limpwurt roots in the game; if that's what you're after be sure to use a beast of burden for extra capacity, and plan on several banking trips per hour.
These monsters also provide a small assortment of other items such as herbs, seeds, runes and (junk) weapons. They are also pretty good gold charm droppers for their level as well.
If you plan to use limpwurt roots yourself, you can effectively add even more capacity by bringing unfinished strength or super strength potions with, using roots as you get them, and combining the potions to save inventory space.
